Robert Russell

Robert RussellIn August 2005, Mr. Russell became Counsel to OTS Director John Reich. He had been Deputy to Mr. Reich at the Federal Deposit Insurance Corporation since 2001 when Mr. Reich joined the FDIC Board of Directors. Beginning in 1999, Mr. Russell served as Deputy to Andrew C. Hove, Jr., Vice Chairman of the FDIC.

Prior to becoming Deputy to the Vice Chairman, Mr. Russell served for two years as Director of the FDIC’s Office of Policy Development where he was responsible for coordinating the Corporation’s policy formulation on key issues relating to the FDIC’s overall mission. Prior to that he served for one year as Special Assistant to Chairman Ricki Helfer.

Mr. Russell joined the FDIC in 1989, as a Senior Counsel in the Legal Division. He first served in the Professional Liability Section, where he managed the FDIC’s anti-fraud program, and subsequently moved into the Legislation and Regulation Section.

Before joining FDIC, Mr. Russell served as a Senior Trial Attorney in the Litigation Section at the Federal Home Loan Bank Board; Assistant Director in the Enforcement Division of the Commodity Futures Trading Commission, and Trial Attorney and Program Director at the Federal Trade Commission.

Mr. Russell is a graduate of Boston College Law School.
