Robert Timothy Koger, 48, formerly of Oakton, Virginia, the president of an international brokerage firm, was sentenced to 11 years in prison for conducting a wide-ranging set of fraud schemes involving the sale of several properties. Koger located legitimate buyers at fair market price, then he recruited straw buyers with whom he arranged the sale for considerably less than the legitimate buyers in exchange for a kickback when the straw sold the property to the legitimate buyer.

Susanne Helbig, 49, formerly of Roanoke, Virginia, currently residing in Georgia, has been indicted by a federal grand jury on a variety of fraud charges associated with an alleged mortgage fraud scheme involving straw buyers centered around properties on Smith Mountain Lake, Virginia.
Linda Sue Newcomb, 62, Madison Heights, Virginia, former manager of the Lynrocten Federal Credit Union, Lynchburg, Virginia, was indicted by a federal grand jury and charged with embezzlement, bank fraud and aggravated identity theft charges for allegedly originating fictitious loans, then selling those loans to credit union partners.
Irfan M. Jameel, 51, Virginia Beach, Virginia, was convicted by a federal jury on charges of wire fraud, bank fraud, and use of a false Social Security number in connection with obtaining $5.375 million in loans.
Jose Marinay, 52, Annandale, Virginia, pleaded guilty to conspiracy to commit wire fraud for his involvement in a short sale mortgage fraud conspiracy.
Kil Seok (Michael) Seo, 49, formerly of Fairfax, Virginia, was sentenced to 38 months in prison for engaging in bank fraud and aggravated identity theft as part of a mortgage fraud scheme. Seo also was ordered to pay restitution of $894,600 to several banks that were the victims of Seo’s criminal conduct.
Michael Wayne Harding, 59, Keswick, Virginia, a businessman and former commercial real estate agent who pled guilty last year to a variety of federal fraud charges, was sentenced in the United States District Court for the Western District of Virginia in Charlottesville.
Ging—Hwang “Felicia” Tsoa, 59, Broadlands, Virginia, was sentenced to 30 months in prison, followed by three years of supervised release, for her role in a mortgage fraud conspiracy that involved approximately 36 properties in Northern Virginia and nearly $20 million in fraudulently obtained loans.

Rosita Vilchez, 39, Lima, Peru; Armando Pino, 53, Centerville, Virginia, currently in Peru; Edgar Vilchez, 38, Manassas, Virginia; Lorene Chittenden, 57, Centerville, Virginia; and Rocio Benavides, 28, Manassas, Virginia—have been indicted and charged with conspiracy to commit bank fraud and wire fraud affecting a financial institution and operating a continuing financial crimes enterprise.
